Finding a value in a table based on a few criterias.

Hello, trying to find a way to lookup a value based on a few criteria's. One is that the salary falls between a range in two cells. Then based on the 10% on the top row. Tried a few formulas with no luck(Index- Match, Vlookup, Sumif(s)).
