Help for RN licensure renewal sheet please?

Hello!

I'm working on a RN licensure renewal sheet - right now

A = States Alphabetically 2-51
B = Abbreviations 2-51
Columns C through I are 2014 through 2020 respectively.

I already have it set so any entries in column C (2014) highlight red, in D (2015) highlight yellow, and E through I highlight green. What I need is for each year column, to have any date entered into certain single cells (4,5,7,9,13,16,18,20,21,25,26,28,30,32,34,35,40,41,42,43,44,45,47, or 50) to automatically be copied into the other cells listed in said group. For example, if I put my renewal date in cell C4, I'd like it to automatically enter the same date in C5, C7, C9, C13, C16, C18, C20, C21. C25, C26, C28, C30, C32, C34, C35, C40,C41,C42, C43,c44, c45, c47, and c50.

Bonus points if anything entered into those cells is automatically bold. Super bonus points if the years automatically change as needed (on 1/1/2015, column C would go from 2014 to 2015, column D from 2015 to 2016, etc.)

I don't normally have to use Excel at my work, and I am taking a course to learn office but we're at the beginning and in Word and would like to do this as soon as possible... I REALLY appreciate your help and any advice!!!

How do I know if someone emailing me about this is charging a reasonable fee, and is there a way to protect my email address and pay securely if it is legitimate?
