Using COUNTIF to determine # of employees working each hour

I'm using Excel to schedule employees shifts at my restaurant.  Column A is their name, Column B is their start time, Column C is their end time.

I'd like to be able to count the number of employees working during any given hour of the day to assure I've got enough staffing each hour.

I'm thinking it will require a COUNTIF function but I can't figure out how to make it work.  I've attached the sheet if that helps.

Trying to do the same thing but my results are funny

I have tried to set-up the same thing but for a different purpose.

In following the sample, somehow my validation is coming false throughout the whole checking.

I have checked the formula and also the data type appears to be the same.

PLEASE HELP!

I don't agree with your numbers... I have assumed that when a person's shift ends, they go home immediately!

Oops, you were right.  I changed some of the starting times after I manually calc'd my "real numbers".  Good catch!
