Macro changing formatting of time

I am hoping someone can help me.
I am using the following macro to create a csv file containing commas and quotation marks from an excel file:

However, the macro is reformatting the times in the time field into decimal places e.g. 15:00:00 to 0.625. Unfortunately this will mean that the csv will fail validation.
Is there a change I can make to the macro so that it does not do this while also ensuring that the time is still wrapped in quotation marks?
